IPL 2025: Captain’s Meet and IPL New Rules

BCCI confirms no match bans for slow over-rates in IPL 2025, captains will instead receive fines and demerit points, affecting future penalties. Impact player rule will stay as it is until not announced.

BCCI has arranged a meeting for all the captains and managers for all the franchises on March 20, Thursday at the Mumbai BCCI headquarters. All the captains were at the venue to discuss the guidelines and other important rules ahead of the IPL Opener Match on 22 March, 2025 between KKR and  RCB.

IPL 2025: BCCI New Rules and Guidelines

The Board of Control for Cricket in India (BCCI) has revised the playing conditions for the upcoming season of the Indian Premier League (IPL), with the most notable change concerning over-rate offences and the captain having to pay the price for that.

  • The BCCI has decided that captains will no longer face match bans. Instead, they will be penalised with demerit points, with a ban being enforced only in extreme cases.
  • The BCCI informed the think-tanks of the 10 franchises that there will be no match bans for slow over rate offences. Instead, a system similar to that of the ICC has been introduced, with demerit points assigned to the captain based on the severity of the offence. These demerit points will carry over for a period of three years.

Demerit Point System in place of Match bans

“The captain will be penalized with demerit points but will not face a match ban for the slow over-rate,” says an internal communique seen by Cricbuzz. The Level 1 offence will be charged 25 to 75 percent match fees with demerit points which will be calculated for the next three years. “A Level 2 offence, if exactly deemed serious, will result in four demerit points.

“For every 4 demerit points accumulated, the match referee can impose a penalty, either in the form of a 100 percent fine or additional demerit points. These demerit points could potentially lead to a match ban in the future,” a source in the know said. “But for slow overrate it won’t be a match ban (immediately).”

Following the slower over-rate rule, many captains are facing match bans for the IPL 2025. Hardik will miss the opener match for the Mumbai Indians and Delhi Capitals, and Rishabh Pant will miss its match against RCB.

Impact Player to stay as it is: BCCI

No change has been made to the present Impact Player rule of the IPL. amidst the controversies and criticism the BCCI has cleared its stand at the rule and mentioned that it won’t make any change to the rule.

Additionally, the BCCI has stated that the Impact Player Rule, which has had its fair share of critics, will be reviewed after the 2027 edition, which means the rule will stay for the current IPL cycle. “The IPL will continue to implement the Impact Player rule, allowing teams to substitute one player during a match, at least until 2027,” a source has informed Cricbuzz.

The BCCI has also amended the DRS clause in the playing conditions. The referral will be applicable for the height wides and wides outside the off-stump.

These changes are in addition to the revocation of saliva ban and introduction of a provision of a second ball in the second innings to counter dew which Cricbuzz has already reported.
